Home Education

The decision rendered in the Texas Supreme Court opinion Leeper, et al. vs. Arlington ISD, et al. clearly establishes that students who are home schooled are exempt from the compulsory attendance requirement to the same extent as students enrolled in private schools. Students should be dis-enrolled by school officials when they receive written notice either by signing withdrawal forms or a letter of withdrawal. It is not necessary for the parents to make a personal appearance with school officials, present curriculum for review, or comply with any other requirements in order to successfully withdraw their student. For purposes of Leaver Reason Code 60, a signed and dated letter from the parent or guardian stating that the student is being homeschooled and the date homeschooling began is sufficient documentation.

The State of Texas considers the successful completion of a home school education to be equivalent to graduation from a public high school, therefore an institution of higher education in Texas must treat a home school graduate to the same general standards, including specific standardized testing score requirements, as other applicants for undergraduate admission who have graduated from a public high school. Texas Voucher Program Summary

The K-12 Texas voucher program is scheduled to become operational in the 2026–27 school year. While the statute currently provides the most accurate source of information regarding the program’s framework, clearer and more precise guidance will become available to the public once implementing rules are formally adopted.

Administrative processes will be developed to align with the statute and the state’s interpretation of applicable rules, particularly those governing eligibility for households, students, and providers of educational services and products. Additional legislative action is possible; however, absent a special session, the next regular session of the Texas Legislature will not convene until January 2027. This means the current version of the voucher law will remain unchanged until then.
